Are you supposed to dilute shampoo before you use it?

I am having this war with somebody I know.. She INSISTS that shampoo is diluted with water before you use it, I say nuh-uh. If it had to be diluted with water it would say so on the bottle. I know your hair has to be wet but she will actually put the shampoo in the water 50/50 and mix it..Are you supposed to dilute shampoo before you use it?
no you dont have to dilute shampoo before you use it as the water needed to make the shampoo work is already on your hair xAre you supposed to dilute shampoo before you use it?
you only do that when you're running out of shampoo and your hair is really dirty, other way you just get a small amount in your hand and put it on your wet hair!

I think you are right, get your hair wet, put the shampoo on your head, scrub it around, if it is too dry then splash some more water up there, scrub some more then rinse. Done.
all you have to do is wet your hair haha
